Just wondering, do you think if the speed limit would be reduced to 55-60 [ during peak driving season ] mph, would it help noticeably in conserving some gas ?

I have an 88Mustang GT Vert. When I press the switch to lower the top, I hear a clicking sound & I have to raise \ lower the top by hand. Is there a relay to look for or to check to correct this probelm ? Thanks in advance for anyone input & advice.
