Because all of those companies you mentioned use hollow bars, most of which are made of Chromolly.

Agreed, you can still weld on 4130 and its OK especially if you do the pre and post torch treatment to it. Still for ultimate fatigue life nobody in the OEM welds higher carbon spring steel like 5160 or above. Rings are held on by crimiping, they are cast on (zinc or plastic), they are self welded aluminum or steel rings (not welded to the spring steel), or they are held on by mechanical taper locking with plastic inserts.

Well yeah obviously I knew you can weld 41xx. Good info on the rings being post processed be being cast on the bar after the fact didn't know that, never looked that close at them.:beer:
