I really believe that we're going to start seeing more and more collection of personal data based on what we buy, services we use, entertainment we enjoy, etc. Resulting in more solicitations by email, texts, etc.

On Android you can dive into the settings and see if the app has permission to use the microphone as well being able to make and receive calls. I keep them off.
LOL I was just about to ask if he's using an Android phone. There are so many BS *free* apps that require access to the microphone but don't have any functionality for voice...only assumption is that the app is listening for keywords and reporting back to some ad server so your app stays free.
If you DON'T think we're all being monitored at will at this point you should wear a tinfoil hat. The price of the technology we have is privacy. Huge corporations and the government are listening in, reading our messages, and monitoring our browsing habits....it's really just a part of life at this point. If you don't think it's happening no matter what the settings are on your phone, pc or laptop you're simply delusional.
You know, it's really strange you bring this up, in conversation someone was talking to me about a small local chain pub. A place I never go or search. Bam two days later an Ad for it pops up on my phone browser.
In all seriousness though, with the advances in the past couple years in speech recognition and the ubiquity of google apps, it is completely plausible that they "listen" in search of key words to target ads your way. Completely invasive, but such is the price of integrated technology. And there's nothing stopping the listeners from picking up words like "gun" or "midget scat pron" to put you on a list somewhere.
I don't like wikipedia, but here it is in a nutshell, only many of today's smart devices have built in code and AI to help "map" the "user experience".
I actually know a kid that used to work for Microsoft, he went to an iPhone after that, his reasoning was Apple earns money by charging you more than some of the other companies, so they don't mine as much data.
I work with a lady and her son is an engineer for Google, he said the amount of data collecting from FB is on another level compared to some of the big "advertisement" companies. IG is also owned by FB, along with WhatsApp, Face.com (which was an Israeli start up for face recognition) and like 30 more. I'm sure they get more information on people than people know about themselves.
The technology is out there.
There are companies out there that have reached out to me to purchase their services. They set up a cyber net over me dealership, my competitors, other specific businesses, etc.... and can target specific groups of people based on their income, home address, sex, age.
I can literally pay this company to set up a "web" at my competitors lot, that any time a person with a GMAIL or Yahoo account walks on their lot, they automatically receive an email from me with some offer or discount for a purchase at our store.
Personally, I think it's bullshit to do that, and won't partake until it becomes an industry norm.
Something similar to that happened when I was buying my last truck. After first visit to my local dealer I got an email with incentives for another nearby dealer. All I did was ask the original dealer if they could match the incentive on my deal, they did, so sorta worked counter productive.

Instagram has permission to access the microphone on your phone unless you shut that off in your settings.

I can't see iphones listening to your conversations while you're on a phone call, however I do believe the facebook messenger app listens to you if you have the mic enabled.
a family member told me the same story like you just did - items that were only spoken about, showing up as advertisements. I have no reason to believe that we WOULDN'T be spied on.
I have an iPhone6 and my girlfriend has a 6S. I just turned the mic off on instagram and will advise her to do the same. FB app doesn't have a mic in the settings. I miss the good ole' days before all of this technology bullshit.
