Most of the cost would be polishing the floor, if its new and machine trowled not a big deal, an old stained rough floor could take a lot of work, or a lot of $$ depending on who does the work.

I was thinking of doing a skim coat of new concrete.

If the floor is old rent a grinder, epoxy the cracks, wash is good. two part epoxy on the floor and two coats two part Rexthane on top. It will look great and last for years.

I used rubber cove base for the baseboard it comes in lots of colors and glues on.
