Negative. Bought a clay bar, crossing fingers it does the trick.

This stuff is rough to the touch. Like a fine sand paper stuck on the paint.

Just got this car, has had a decent paint job recently, but I noticed these rough areas of the paint that have some defined areas. Appears to be a clear coat overspray? Can a clay bar fix this? Other options? TIA.
