As a former police officer, I cringe at this stuff because there is no way for the cop to win. You can't let her abuse you - it's not effective police work and, frankly, not safe. You have a job to do. In many jurisdictions, they must sign the ticket or be immediately brought before the judge to answer to the traffic violation in question. Once they refuse to sign, an arrest is warranted.
And . . . even when done by the book, you know its a lawsuit and a public relations mess. You get the Perry Mason types who think they know the law better; you get the smucks who have watched every episode of Cops who think they know a better way tactically; then you get the turds who just hate that a police officer did his job (like a few in this thread).
Never mind the bleeding hearts who can't believe poor grandma was tazed. News flash for you . . . intermediate weapons like pepper spray and tasers are utilized because they don't have long lasting effects -- unlike in the days when you got the snot knocked out of you by the cop for resisting and spent a week in the hospital.

She would not comply the first time and get out of the car, then drove off (that is a big no no, and you are not going to escape), then fought with him at the second stop while in the car, and then kicked him.

The first step in the Use of Force continuum is the officer's presence. It's a psychological dominance/control factor that often (not always) keeps people compliant. Starts with the uniform, continues with the officer's personality, and concludes with his decisiveness of action.
