OP, I know the feeling. Why do people do stupid crap like that? Because they are clueless and think they understand how to work on a car because they own a few tools. The amount of cars I have had to fix because of stuff like you are experiencing in mind boggling. Everyone says the info is on the internet to DIY...well, these guys must not know about the internet.
I mean, who in their right mind thinks bare wire is ok right next to metal? Or using tape to "seal" a cracked vac line? Or drilling a hole in the top of the fuel hat and shoving hose thru the hole as a return line?
Sadly, some of the cars are cars from members on this site. All you can do is suck it up and pay to do it right or sell the car and cut your losses.
