Are the inlet and outlet on the bottom of the cooler and on the opposite side of rach other? Thanx.

I have a CXRacing and cannt see over 19 psi on my current setup (turbo) and am 100% sure now that's my restriction. I was debating on whether it could be the intercooler and now I'm calling Treadstone.
