you could probably get a 96-99 cobra already turbo or supercharged for close to 15,000. There are salvaged 03-04 terminators for less than 15k but I would not recommend them unless you need the parts for a project car. 01 cobras and Mach 1's are also a great choice if you can find a low mileage one.

I suggest an 01 or later GT.

yes but not with his budget unless he plans to do all the work himself. A 4v motor will be a far better platform to start and grow with.
It takes alot for a 2v GT to get moving...If you cant afford the termy like I either get the 99(make sure it has the fix though), a 2001 or a mach 1...All don't need to much at all to see 12 second timeslips. The 2V GT could possibly need all the bolt ons, tires and maybe cams.
