Can I do the filter close to the rails like in the engine compartment or does it need to be close to the pumps ?

It can be anywhere between the pumps and rails.

Demonio, keep in mind, Walbro specifically states that the 405's should not be used with E85. This is why we offer the 465 pump.

The issue is that Walbro does not rate the 405 as being compatible with E85. We have run the 405 in E85 with success as well as many of our other customers. We've even run 255's in E85 for several years without any issues in our 1000+ rwhp 2010 GT500 as well. The issue comes into play if for whatever reason you do have an issue with the pump, Walbro will not warranty a 405 pump that's been used in E85. Hope that clears things up.
