Through the research I checked out, it seems that the amendment, and how it intersects with the 12th amendment is up for interpretation. I always understood it to mean that you couldn't serve as president for more than 10 years, but that is up for interpretation as well. It does state that if you serve more than 2 years of another presidents term, you cannot be elected on your own more than once, but again, it doesn't really say that once YOU served two elected terms, that you couldn't serve 3 years and 364 days of someone else's term. It's doubtful that we will ever learn the answer as it is a matter that would need to be decided specificaly by the courts, and it could go either way.
I did find it interesting that there have been only 3 presidents to serve the full two terms since the 22nd amendment. Also, I found in a couple of places, where Clinton spoke of not apealing the 22nd amendment, but modifying it to let a president run again after sitting out a term. I also remember a time when Regan wanted to repeal the amendment altogether.
