I've been searching for a new boating/outdoors knife, but haven't found exactly what I'm looking for. I went so far as to try to commission a run of 10 built to my specs from a small knife maker, but never got a response.

Those two are customs from a South African maker.. his name is Herucus Blomerus and the detent he tunes in is literally second to none (including RJ Matrins). I love all the handwork he does on the bolsters.
You have a keen knife eye... nailed my collection pretty good. I think you might be thinking my Ferrum Forge is a Gavko (nothing against them, but don't own any)

But I want about 1.5 inches of serration, a serrated thumb ramp, and safety orange or yellow handles.
I'll be using in and around saltwater, so corrosion resistance is very important. It has to be able to cut line from a prop, open a conch or coconut, and last a lifetime of heavy use.
Would be awesome if he could help me out.
Whoa. That is a tall order. Stainless is very hard to work with and even the best stainless can rust around salt water. I have spent a lot of time on boats on salt water, i am sure i don't have to tell you just how corrosive it is.
If I were looking for a knife to use mainly around salt water , be it cutting bait or used as a working "TOOL" , I would go to Cutlery Corner TV and buy a nice selection of cheap Chinese knives .
