You are allowed 1 monitor off so if all your other ones are on you should be ok. If you have 2 or more off then you will fail. Most inspectors will plug your car in first to read what monitors are on/off before doing the sticker. I just went through all of this in July after having a dead battery. I had to keep driving and going back to see if the monitors turned on. I only had 2 reading at the not ready status and I was told that would fail me. When I went back I think I still had 1 reading not ready and I passed no problem.
