Yes, that is correct. It is a patch with a plug attached to it. All one piece.
Been there done it many many times, on DRs on radials, been down the 1/4 and road course.
All this after managing a tire shop for several years.

That is such a tiny hole. Have someone pull the tire and have it patched from the inside. Worst case scenario is the repair fails and you slowly lose pressure. The screw also appears to be angled away from the sidewall which may be a better situation.
