rusty/oily plug boots

so i changed plugs in the '99 the other night, and after pulling the coil covers, i noticed a few plug boots were soft and oily and 2 others were rusty on the inside. im not dumb, but i think that would hurt performance, no?

also, why are some of my plugs coming out drenched in oil?

is the oil on the top of the threads or are the electrodes soaked in oil?
Your valve cover gasket rings might be leaking?

the threads. im assuming thats from there being a puddle on top of them, and unscrewing the plugs lets it run onto the threads?

at any rate, should i be concerned and change the plug boots?
