Removed a SCT chip from a friends car a noticed a loose black wire is this normal ?

Was helping a friend today remove his SCT chip from his 97 cobra and noticed once I got the computer out their was a loose black wire and wanted to know if this is normal from the factory or not ? The pink/orange wire goes under the carpet it looks like to a grounding screw is this also correct ? Ive never messed with chips only hand held's

All of the chips I have seen only plug into the PCM. None of them have any other wires, although I am sure I have not see them all.

Are there any pins on the PCM that look like they have wires broken off of them?

Very strange.

The loose black wire appears to be spliced into a black wire in the un-taped bundle.I suspect someone spliced into it for something in the past and removed it leaving the wire as you found it.
