I've installed two off road pipes in the past week... took about 30 to 45 minutes with just using drive on ramps... so I was cramped for space... it'd be a lot easier with a jack and Jack stands....
Not sure about the inspection stuff... i thought they hook us up to a sniffer? I was planning on just swapping them out every year.
