Need help with new short block

So today I went to the garage to check on my short block and noticed that there was a little bit of surface rust near the top of each cylinder bore. During the summer while working on it, I made sure I put oil around the cylinder bores to prevent rusting prior to letting it sit. This is a freshly machined and assembled short block and don't want to have to take it back apart. What would be the best way to remove this surface rust, or will it be ok to put everything back on and drop it in and run?

You could try spraying a shop towel with WD40 and wiping it down. That might be enough to take care of the surface rust.
