Vehicle has an anti-theft system, which may be activated, causing the no start condition. Verify by viewing anti-theft indicator light on instrument panel or a Diagnostic Trouble Code (DTC P1260) may be present. This will be the cause of the no start. If you feel it is not the anti-theft then
Verify inertia fuel shutoff (IFS) switch is set (button pushed in). If ok
Disconnect TP sensor. Key on, engine off. Measure voltage between VREF and SIG RTN circuit at the TP sensor harness connector. Was voltage between 4.0 and 6.0 volts? If not check wiring back to PCM. Check the signal from the crank pos senser. This will keep it from starting if not there. If you feel this is ok then key on, engine off. Measure voltage between Pin 13 at the data link connector and battery negative post. Was voltage greater than 9.0 volts? IF yes REPAIR short to power. Next check ignition coils, plugs and wires. If you feel they are ok then Key on, engine off. Measure voltage between PCM test pin 21 and ground. Was voltage between 1.0 and 2.0 volts? If all above is ok the only thing left is fuel pressure. If you have Fuel pressure then its the PCM.
