Cozzolino Motorsports on the southwest side has a dyno jet. They have dyno days, and they occassionally rent out there dyno for tuning sessions. Not sure how they offer random dyno times like that though.

I'm not sure how far you're willing to travel but Blankenship Tuning is just east of Louisville and does very good work. He has a Mustang Dyno.
