To do this right and to be safe, get a 4lb lower with the 2.93 upper (for belt wrap), snub idler, boost a pump, modified or dual FPDM, 60lb injectors and a MAFia or Big Air MAF. If you can get your hands on a ported blower, all the better. Have fun and be safe.

i always thought swapping the lower and upper on an unported eaton would spin it too hard and make massive heat soak?

Yes, the Heaton is a heat soak machine. Even with a port, if you beat on it, it's going to get hot. Without the killer chiller, even the TS blowers will heat soak. If you want to get an extra 100hp, it's going to take more than a pulley and a tune. With the Heaton, the law of diminishing returns will set in real fast. Basically it depends on what you will ultimately be satisfied with and what you are willing to spend to get there.
