How can you tell if you have a bad fuel pump in a dual hat setup?

You can disconnect a fuel line and put it into a known container size. Power each pump on separately and time how long it takes to fill up that container. Make sure you are maintaining a constant voltage to the pump.
Then you will know at that voltage the pump filled the container in X amount of time. Check that based on the specs and see how it compares.
