Maybe the guy was trying to run him over? But didn't get very far before the other officer hit him?

Here is the link. Car was stolen and they had dealt with suspect several times in that city. Suspect struck officer and that is how he ended up on the hood, hence "Sgt. you ok?" that was said in the video by another officer.
