One of my ex girlfriends was in 3 accidents with her car. All fixed with insurance. Carfax was squeaky clean when she sold it.

Because there is no incentive. Who wants to pay out of pocket just so a record can be posted? Doesn't benefit the insurer, shop, or customer, only a future potential buyer.
