How much of a Cobra swap are you doing just looks or are you swapping in a DOHC engine also?
Some guys will argue that even a DOHC GT shouldnt have the taillights but its also not their car.

Fobras are cool but NO SNAKES and a 99 bumper only! I'm sorry but these are the rules. We all have to follow them.
The 99/01 tail lights are european mustang tail-lights due to regulatory laws regarding signals in europe. With that said the lights should still be available in instances of a wrecked car etc. You should be able to get them directly from ford.
Tail-lights are a minor deal though. It one of the last things somebody is going to notice about your car. I would say save your money and put it elsewhere in the car.

My car has a Cobra motor in it, and I installed the Cobra fender emblems.
Also installed SVT emblem on the decklid. SVT built the engine, and that engine is a Genuine Cobra engine.
Using some people's logic, if you put a solid axle in a Cobra, it's no longer a Cobra, but a GT.
More important things to worry about anyway.

Also with the amber tail light you will need the tail light harness, hit me up if you need them I have one set (Ford OEM).

has a cobra engine.. but its still not a cobra. :nonono: i know some people who put a navigator engine in their stangs... its not a navigator though. they dont say they converted their mustang to a navigator. :dw: just my .02. but to each his own, id try ebay for the cheapest cobra tailights.
