Clear coat flaking on rear bumper. What to do?

Is a repaint the only option? Washed it a couple months ago and this was not there. Wondering if this was a repaint at some point. Any suggestions? Thanks!

Repaint is the only thing you can do on that.The whole bumper should be removed sanded and then primed and painted.

Repaint as mentioned. My son is a body guy and does work/painting on the side. Let me know if you're interested, he does great work.
