I'd probably go ahead and swap the tank as well.

Side note...is there anything left off this 03 you are talking about stripping?? Any exterior pieces, seats, brakes, etc?? I'm local too.

you think it will be eaier to swap the whole tanks or just the pumps?

the dual pump setup doesn't "bolt in" to a stock 99/01 tank. it can be done, but with some modifications. way easier to get the tank too...

you need to get a pump setup put on, lower the boost to 10 psi or less, and then take it directly to get tuned. you may need a "generic" tune to be loaded on just so your MAF won't make your car undriveable in closed loop. if you ran a 03/04 MAF w/ 39 lb injectors, your car should idle normal and be driveable(to a tuner that is!).
