Blown Plugs ... the Ford Cure w/TSB Info (Out of Warranty - OK)

Im just trying to understand the TSB. I Never had a warranty on my Lightnig i bought Her used. Now Is this like the TSB with the brake fluid res(that was a no cost warranty Fix)? So If I called my local Ford dealer and said I want the TSB 07-15-2
5.4L 2V AND 6.8L 2V MODULAR ENGINE SPARK PLUG THREAD OUT OF WARRANTY REPAIR PROCEDURE FOR ALUMINUM HEADS. Will they change out/modify the spark plug threads all 8 or, is this something they will do if and or when I blow a plug? at no cost?.. Thanks for Information! Brian

Correct me if I'm wrong, but a TSB is just a notice to the techs on how Ford wants them to do the job and it's not usually free work right?

edit: just saw the post saying it was free parts and labor, awesome

TSB's perform three primary functions.

1) Informative/Instructive: These types of TSB's add information that is
normally not needed in the owner's manual but may be necessary to
operate/program an additional accessory or perform a certain duty.

2) Dealer preparation: These types of TSB's give specific instructions as to
how to handle certain types of situations.

3) Modifications: This type of TSB is used for a wide variety of reasons. Some
can be as innocent as a new replacement part or modification for an item that
is non-crucial in the safety and integrity of the vehicle, to actual
modifications of the truck that is involved with a major component.
This type of TSB released is sometimes done in place of a recall.

In general, TSB's that are performed by the dealership while the vehicle is
under warranty usually will be done for free.

There are times in which a TSB that is done to your vehicle is not covered
under warranty and you can be charged for parts and labor. The TSB will then state that otherwise.

Have more people gotten this fix done? I called a Ford service department and they said that 07-15-2 is not a valid TSB number and that all TSBs have to be paid for out of warranty. Is there any reason that I missed why I can't still get this done? Thanks for any insight.
