yeah 7000 is WAY too high. You should be able to forge your motor and we bell on your way to the procharger with that much.

A set of Carrillo billet steel connecting rods with Carr SPS bolts costs over $2000 and a set of custom CP or JE forged pistons can go for over $800 so a $7000 for a motor would not be out of line if it had very good parts in it.

not totally insane including labor but its high.

figure about 3500 for the shortblock (they may be giving you a new block and crank, adding to the cost). Then about 1400 to pull and replace the motor. Then another 800 or so to finish up the long block, bolt up the intake etc. add tax and any loose ends like gaskets etc and you might get close.

however, id want to know exactly why it was so expensive on an excel spreadsheet break down of parts cost and labor costs including number of hours.

This is cool to see soo many here from new england area.
Are these prices and quotes you are all refering to, the prices to have your existing engine "built"? Because many seem like they are saying you can buy an already built short block for 4k. Im kinda confused. I have heard powerhouse recommended before in the mass area as well.
