2003 Cobra does anyone have issues with intercooler pump continuously having air and not pumping?

Everytime I check my intercooler pump it'snot pi
Pumping fluild. So I blow on it till it is pumping and then if I check later it's not working again. It did this even after putting on a new pump.

Why not? I had a relay go bad. Its cheap and easy to replace.

95% chance it's the pump.
