You can go under a 1/4 with that setup (tank and pumps) or with any setup...problem is you shouldn't go WOT at that point...I have a 03/04 tank and duel 310 pumps and at 1/4 I floor it and it wont be good...in short dont floor it at 1/4 regardless the tank

Do I need ti use the 03 fpdm with that hat?
No. I think all the FPDM's from 99+ are the same. Even the V6's.
