While I was under my car last week I noticed this odd thing. Camaros/Firebirds don't have this....I can't figure out the purpose.

My car is off about 1.5km for every 20km recorded. I installed a the speedometer repair kit to no avail. The stock parts were in great shape, so this was not the issue. Stock sized tires and gears. Any thoughts why it's off?
