I'll bet that money is already earmarked and allocated to some favored companies. I support the idea fully, but it seems like only the big guys get almost all the money, especially DOD.
They run the little american manufacturers out with cheap foreign product, then when the little guys are all gone, get subsidized to bring it back.

I literally just read a paper about manufacturing and degloabalization post-covid.

Countries, not just us, are realizing that globalized markets, specifically the medical sector, may have gone too far for the sake of potential cost savings.

There were a couple European companies with offshore manufacturing that were barred from shipping their product back, through the normal supply chain.

If we have an American company producing elsewhere, that country can literally give them them the middle finger and not allow anything to ship out. Everyone plays nice until poop hits the fan.

Here's a scenario I could see play out. Millions lost their job due to Covid. Many will eventually get them back, but there will be a sector of jobs that will never recover nor return. This will create a labor surplus, allowing companies to shift production back to the States without having to fight and pay top dollar for the labor.

End of the day, it's the material supply that will drive a lot of decisions and possibilities. Labor is only a small piece of the pie when your talking about the total cost of a product.

$100M is a drop in the bucket in the defense world. I would be excited if it was $100B or more.
