My car as far as i know has a bassani catback the carb legal drop in k&n filter, carb legal replacement shorty headers, and the catalytic converters were replaced dealer had to replace parts im guessing previous owner had full exhaust only thing i can see not legal it has a 3.1 billetflow pulley i bought the pulley cover i know its not much he can probably just remove it too see size didnt hurt to tryis your car stock?? what mods have been done to your car?
because if your car is stock or close to it, all of this is a moot point and you can just go to the bar ref without any worry. you will also save about $40 because all they charge you is $8.25 otd.

I heard a rumor within' the EPA that too many 03/04 cobras were getting referred to ref's so they are all going to get defaulted to be sent to ref's regardless from now. Can you verify if a ref was required BEFORE they even plugged in to the car to validate this?
In any case ALWAYS backup your existing tune before getting it re-flashed. Just in case they did something to the car that required some custom code or the like a re-flash to stock could literally make the vehicle inoperable and if something custom was done could cost you several thousands of dollars to diagnose and resolve.
Unfortunately its CA especially in SocalSo basically own a terminator and get sent to the state ref on pure speculation and zero proof of wrongdoing. Guilty until proven innocent.
I wonder if this same situation is affecting other often heavily modified cars as well.

I still think it depends on the tune. My car was smogged back in 2018 and passed legitimately. Well, for the most part. It had an SCT tune, but all monitors were active and set. It was a pain, but I got it done. It was due for smog this year and I didn't get a notice for having to go to the ref. Not yet at least. Interesting although I still think SCT sold people down the river but that is purely speculation.
I know we have one member who smogged his car on the stock tune and was flagged 2 years later before he even had his car connected to the smog machine. I believe he had an SCT tune but again the car was never hooked up to a state computer.
