The car shifts perfect under normal driving conditions but when I get on it and try to go into 4th it feels like its blocked? Anyone ever have this problem? It has a Spec 3+/input shaft/etc and around 15psi with the KB.

Is your clutch adjusted properly? Does it engage/disengage about halfway up the pedal travel?
I used to have the same problem getting into third. I replaced my qaudrant and put in a firewall adjuster with the Fiore setup and never have had another problem. If you still running the stock quadrant setup on your clutch peddle I would go to an aftermarket brand. I don't recommend UPR triple hooks as they seem to snap clutch cables.
