Will a 9.75"(8lbs) lower make 16# with a stock(3.65") upper ?

I am getting ready to do a lower on my car and wanted to get some opinions .Having amased a selection of upper and lower pullies,one of them being a Motoblue 8lbs lower in 9.75 inch ( not 9.55 inch, like Metco) and was wondering if it would actualy make 8 extra lbs of boost or not. So SVTP what do you think? Car has Stieg IV port, factory manifolds and no cats .
