White powder on spark plug boot

Something I should probably already know, but haven't seen before.
I just pulled plugs to check them and noticed a white powder on the 2 middle boots on the driver side. What is it? What causes it? Arcing?

Got a pic of it? And yes, it very well could be arcing.
