Whipple surge ?

Ok,i got my car back with a base tune and it's running pretty good. While on the freeway with the cruise set the car feels to be surging when going up overpasses. There is no visable movment on the tac but you can sure feel it. I know the tune isnt done but what causes this to happen.

Its somewhat common with PD blowers on these cars. I've been told its due to the drivetrain protection programming and/or cam timing. Only AED seems to know how to tune them out at this point with no performance loss.
