what is the wheel torque spec for race star 17x4.5 front wheels on a 2014 mustang gt? same as the stock wheel? 100 ft/lbs?

why is the washers for my lug nugs off centered? is there a special way to install them besides what is stamping says " wheel side" (RACE STARS 17x4.5 wheels...)
