Whats with the youve won ad?

Every time I go from one page to the next on here, I get the "Congratulations you've won" ad pop up.. It somewhat annoying. Is anyone else have this and is there any way to shut it off?

It's a Google ad. I blocked it about an hour ago. It takes some time to kick in though.
