definitely. Just say the bank only approved 11, see if he'll do that.

What was the damage (why rebuilt) and who did the repairs? Are there any before or after documentation (pics)? That goes a long way with rebuilts on collector cars.

If he had above and it was top level work, 13 sounds pretty reasonable based on getting non rebuilts 17-19.
If he had none of the above, I'd probably walk away entirely. If you absolutely had to make an offer, I'd make one that made it well worth my time to sort out all of the issues it probably had - probably under 10k.

Without documentation on what was fubar'd, and how it was repaired, I wouldn't touch the car. You'd have no way of knowing what sort of nightmares could be waiting for you underneath.
