Hey guys, i think my convertible top had a hernia lol. What is this piece sticking out? Is it fixable at all and does it have anything to do with my passenger window getting caught closing onto the top instead of under it?

really? I was hoping it was fixable. My top still works fine
bump anyone? don't know what to do with sticking out part....
