What is this, and can I delete it (emissions part inside)

What is this thing. I want to get rid of it. I already deleted air pump, SAI, and EGR.

Looks like a canister purge solenoid?? Hard to tell from the photo. If it is - you will get a CEL on a stock tune.

What do the vacuum lines attached to it below the electrical connection route to? I agree that it could be the canister purge solenoid. It also looks like the EGR solenoid.

Since you already removed all of your emmissions stuff go ahead and remove that also. It ain't doing anything anymore. I removed mine.
