My friend has a 01 v6 and has 5grand to blow. He wants to supercharge or twin turbo. I told him he should have got a v8 but its to late for that. What would be cheaper and which would give more power?

you could reasonably do a v8 swap (used motor) and get a good used blower for 5k. of course you'd need to upgrade his rear end and all that, they had 7.5" rear ends
He might could get a single turbo kit for that much. I have no idea what size he should use though, and I don't know if that comes with supporting mods.
