Is his made of gold?
You can get a stock one for around 90 bucks.
I put in a 190lph, and used a fox style one with a few minor tweaks.

I know one upgrade you can do to the pump is a SVT Focus pump. Wait, that might be only for the 2000's........shoot, can't remember.

SVT Focus is for returnless system......you have a return.

I wouldn't go with something that you don't know the brand unless you can't afford the extra 30, but thats just me.

Whats the plan for the car? Stock DD? Mildly modded? Big future mods?
I did 190lph for my 3.0L. IF its a stock DD I'd go 110lph or stock (which I beleive thats what it is.)

just changed the fuel filter
broke it open and it was liquid tar and a black filter
it runs MUCH better, but i don't see how it could change the 12 psi deficit

Having a big restriction will reduce flow and create fuel starvation at high RPM. I actually have the same problem and thought, from the reading I've done, that I had to clean the Upper / Lower intake manifold but I will definitely be changing my filter first.

Just wanted an update man I jumped on to ask this same question... but mine drops off bad at around 5500-5900 to redline. Was not sure if it was the alternator slipping bad, because I also have a bad battery cable and have not had the time to replace it :*(

it is most likely a fuel problem
i feel the filter change fixed most of the problem,
your problem could very easily be the fuel pump
