Want to control TOP SPEED, RPM, TRACTION CONTROL, what H/H Tuner?

I am getting ready to do a military transfer and I will be shipping my Cobra. I want to change the RPM redline, top speed, and keep traction control ON.

Do all of the H/H tuners copntrol these parameters? Which one is recommended?

Looking at DIABLOSPORT.

FWIW i have an sct x3 and i know i saw those parameters while i was running through the options to flash my car. i don't know if there's minimums for them in case you're trying to create a "valet" type mode for the shippers, but i know i saw them

Thanks everyone, I just wanted to make sure I could at least control those paremters.

Yes, it is for a "VALET" mode type thing. As it is being shipped I dont want anyone taking her out to "See what she can do". Had that happen before in a different car, so I know it happens.
