Tank of gas included in weight of car?

When they determine the weight of a car do they include a full tank of gas or empty?

I thought curb weight was without fuel. Hmmmm, maybe I was wrong.

4 corner weight of an actual weight of an all option(including the 70lb shaker 1000) fully gassed 07 was 3910.

and obviously it doesn't include the weight of the driver, some dudes are pushing 250 easily and that can really add some weight to a car when other drivers might be sub 200 or 175. It all adds up.
