I've heard you can buff out surface scratches (can't feel them with a finger nail).
How do you do it and what do you use?

Generally it is done with a Porter Cable random orbital polisher, combined with the appropriate products and pads.

Pads are chosen to go with each product.

Products are chosen by characteristics and intended cut/job.

Combined in the right order and used appropriately, you will have a swirl free finish.

Call Scott @ Specialty Motoring and he will set you up with everything you need.

I really like the Poorboy's SSR's, as well as select Pinnacle, Optimum and Menzerna Polishes and finishing products.

It depends on if your doing it y machine (Porter Cable) or by hand. If your going PC, then the above sounds great. If by hand, I've heard Meguiars Scratch-X or Color-X is pretty good and available locally usuallly.
