Steering Rack Boot Torn-Fixable???

I have noticed that my steering rack boot on the drivers side has a rip in it. Is this fixable or do I need to replace the entire rack? If so how much do the steering racks go for used and new so I can get an idea of what I need to spend.

Well the car is down with a blown engine. I did not notice when it was torn nor could I tell anychanges in the driving it is just during the tear down I noticed it and thought great another part I need to buy....

What does the boot protect? I have not really took too close of a look at it yet. I have heard a like a high pitched echoy noise when I take off though but figured it was the clutch I just put in. It only happens after a dead stop and take off and mostly when I let the clutch out fast.

How and where do it get the tool and boot for replacement?

The boots protect the inner tie rod.

I'm not sure about the "high pitched echoy noise." A variety of things can create high pitch whines from worn idler bearings to a dirty IAC. I'd look into a mechanics stethoscope to find the source and see if it's related.
