steering problem

When i turn my wheel it dose not swing back to the center. instead i have to turn it back so i can stay in my lane. this makes very hard to drive. the steering is very rough and sticky. it goes from easy to steer then hard to steer around 10 times in one complete turn. I have replaced the pump, the belt, the rack, and the fluid. i don't have any leaks. what am i missing? please help im stumped and i don't want to bring it to a shop. all help is appreciated. btw its a 1998 mustang cobra. light mods.

Someone correct me if I am wrong but doesn't the power steering run off the master cylinder?

alignments good but there might be air in the system because i have no idea were to find an air evacuator or how to use this tool. how do u get the air out? i tried starting it and turning the wheel from stop to stop while the car is in the air, and filling the fluid as needed. ever heard of this tool or used one?
